01-17-08 Stockton PD--Hit Run Pursuit
An SPD SGT was almost hit by a vehicle that had already struck another vehicle and was fleeing the scene. He attempted to stop the vehicle and a pursuit ensued. The vehicle and its occupants were clearly a danger to the public having already struck one vehicle and almost hitting the Police SGT. However, the Watch Commander called the pursuit and told the units to cancel and let this dangerous fleeing vehicle and its occupants continue on their way driving erratic and dangerous.
I feel that this watch commander is a nothing but a micro manger and I have never once heard her out on the street in the thick of things and I feel that this decision by her placed the officers, and the public in far more danger. However, I can only express my opinion and fully understand that what ever decision was made, was made and it is not my choice to make. But on the flip side I can say that I don't agree with her choice and I think that she either did not listen to the radio traffic and placed the citizens and officers in far more danger than if she would have let the pursuit continue. In the end the subjects wrecked out in an open field and the they were apprehended by the San Joaquin County Sheriffs Office.
The pursing SGT did a fantastic job and it is unfortunate the Watch Commander who chooses to spend more time behind a desk in an office and not on the streets makes decisions that I feel cause more danger and harm than if she would do what she does best and be an office administrator and let the SGT who works on the Street make the choice about the pursuit and what he sees first hand because he is in the thick of things, while she is not even on scene but making all the decision almost third hand which is dangerous and this watch commander seems to do this best.

01-04-08 Stockton PD--SJSO Joint Pursuit
Stockton Police department attempted to stop a vehicle with a subject with a Warrant. A pursuit ensued reaching speeds of over 100 mph, traveling south bound on Airport way, with it passing the Stockton City limits. SJSO solo SGT became the primary unit on the pursuit after the subject was able to gain a substantial lead on the pursuing SPD units.
Before leaving the city limits the subject attempted to ram the three cruiser units, and this raised the level of the incident to 245 Assault with a deadly weapon on an officer.
Subject blacked out the lights and drove against traffic through this dangerous pursuit.Stockton Police Officers asked to receive permission for "Lethal Intervention" or "PIT" early in the pursuit and did not receive permission to use until this subject had almost made it to Manteca--doubled back, Reentered the Stockton City limits, and then back tracked back Southbound on Airport way.

12-30-08 Stockton Police Pursuit
SPD pursues a stolen vehicle with speeds reaching around 50 MPH on surface streets. Pursuit is terminated by a Sgt. Vehicle hits a tree and subjects are taken into custody.

12-29-08 San Joaquin County S/O Pursuit
SJSO Failure to yield leads into a pursuit and then foot pursuit where subject is caught. Subject also has a large amount of cash and could possible be a robbery suspect.

12-10-08 Stockton Police Shoot South Stkn Man!
Around 0130 hrs SPD attempted to stop a Honda with expired tags. After initially pulling over, the driver of the Honda took off. A short pursuit ensued with the SGT calling the pursuit off because of speeds on surface streets of 70. The Honda crashed into a parked car and two subjects fled on foot. Stockton P.D Officers cornered a subject at home and were apparently attempting to take one subject into custody when a male exited his home armed with a handgun. An Officer fearing for his and other Officers safety shot the man. The person shot was not one of the subjects who were fleeing from the Honda.
A person inside of the residence that the police thought they had a subject cornered, called 911 and stated that a subject shot through the door at her husband. Police discovered a man who had been shot. Victim was pronounced dead at the scene. The details of what happened are not clear. By listening to the radio traffic it is clear that shots are fired. The wife of the victim calls 911 and tells the dispatcher that her husband was shot through the door by a Hispanic male (the officer who fired his weapon is Hispanic), unknown if commands were giving for the subject to drop his gun. 11-22-08 Large Fight Officer Needs Help!
A solo Police Officer on scene of a very large fight--he request help. Several subjects run from the Officer and more fights break out until more units arrive.

11-10-08 Officer Involved Shooting-Fake Gun
Around 2340 hrs SPD received a call of disturbance. When Officer's arrived at scene the faced a 17 year old Male who had what appeared to be a large caliber assault rifle. He immediately made threats to shot the Officers, and barricaded himself in a bedroom.
The On scene Officers even though they were being threatened and they were in close proximity to the subject with only one way out of their immediate environment, they held their fire and instead called for help. The attempted to several times start a dialogue with the subject but each time the subject either threatened to kill them or he would make some other remark of which none of what he said was geared towards a peaceful resolution. At least 3-4 times the male subject attempts to engage officers into shooting him, he point the rifle outside of the window knowing their are almost two dozen armed police officers outside.
The whole time all this drama is unfolding the SPD is broadcasting over the PA system from a patrol vehicle that they want to help and bring about a peaceful resolution; This PA address is continuous as per the Watch Commanders request and order as the IC for the Scene, and does not stop until after the subject is eventually shot. SPD was still trying to establish negotiations when the Subject climbed out his bedroom window directly into the glare of spotlights that were pointed at his window to block his visibility and he with the gun in his hands made his way towards the officers and he was shot once in the chest.
The Fire Department and Ambulance were already on scene, so he received immediate care.
He died on Thursday 11/13/08.

Halloween Party Shooting-5 Wounded
A shooting at a Halloween party leaves 5 victims wounded. Here is a condensed version of the radio scanner traffic from the Stockton Police Department. The recording is about 1 hour in length in MP3. An SPD Unit and SGT hear multiple shots and radio it in dispatch and within less than a minute it is apparent that there is a shooting, people are dressed in Halloween costumes, which caused confusion at first because three party goers not linked to the shooting were dressed in Swat gear, bullet proof vest, other gear and this made the SPD really nervous. Eventually it is discovered that this was a Halloween party and the guys are wearing only costumes.

In Progress Armed Robbery Observed by Deputy
A Solo San Joaquin County Sheriff Deputy on-views an armed robbery in progress {211 PC}. A subject is inside of a 7-11 armed with a Shotgun. Deputy request help from everyone--this store is inside of the Stockton City Limits. Shots are fired between Deputy and Subject. CHP helicopter is unavailable so Sacramento Police Department answers the mutual aid call and they use their flair and spot light to search for the subject and he is never found. Subjects Attempt to Ram Police Officer 07-19-2008
Subjects refused to stop for Stockton Police and then attempted to ram a police car during the pursuit. Automatically raised the level from fleeing to 245 Assault on a Peace Officer. SPD does a great job and this pursuit ends with no one getting hurt.

08-18-08.::. 30 yro Male Struggle-Stops breathing.
Stockton Police officers on scene of a call request help and a struggle can be heard over the radio. Officer's deployed their Tazors and they did not work on the Subject. Eventually the subject is detained and an SPD Officer radios and request Code 3 Medics for an arm injury and then a short time later another request is made by an Officer and then the Supervisor both stating the Subject stopped breathing and possible no pulse. 215 Carjacking BOLO-SJCSO
215 PC Carjacking "Be On the LookOut" (BOLO) broadcast over the San Joaquin County Sheriffs Department Main Channel. Pre Alerts and then broadcast of a carjacking suspect description, and make/model of taken car. The Subject jerked the Female out of the car and took it. Listen to this BOLO Recording.

San Joaquin County Sheriffs Pursuit
09-09-08.:.This is a 12:30 min scanner recording of a Pursuit that took place night before. This pursuit lasted around 1 hour, and the recording is the ending police radio traffic. A solo San JO K-9 Unit in pursuit, with speeds reaching around 100 MPH on surface streets, and matter of fact the pursuit went through the intersection where 2 SPD Cruisers collided last month into each other causing both cars to catch fire, and one officer was trapped. So this pursuit was dangerous, however the SJ JO SO King Unit did a fantastic job and while still in the City California Highway Patrol joined the pursuit. CHP does not terminate pursuits if you run from them they will drive you to the ground or until you run out of gas. Another three CHP units join the pursuit and one sets up spike strips in French Camp, front tire is spiked on the 99 southbound and the subject continues to drive 90+ MPH with the car smoking and driving on one rim. You can hear the dog barking over his partner he was just as ready as the partner was to get the guy! Ends in Manteca.

Large Fight-Officers Need Help
Stockton Police Officers were called to a large 415 {Disturbance} call on Kirkby in the city. The updates before the officers went 987 {On scene} was that it was a large 943 {fight}. Upon officers arriving it was out of control. You can hear the officers requesting help, most of their radio traffic is barley audible because of all the yelling and struggling.
While On the scene dispatch advises that there maybe a stabbing or shooting victim on scene. The officers could not do nothing and when a SGT tells them that they can pull back, which means pull out of the scene to await backup; One Courageous officers replies "We are in the middle of it, just get units here!" Dispatcher advises that 12 units all CODE 3 are en route. Another officers starts trying to broadcast he needs help and he request a “CODE 3 Fill”-Officer needs help--lights and sirens. Also 94OA “nine-four-O-as in Ocean-A--Means officer down/needs help”. So this was a pretty intense situation.

Shots Fired-Homicide
Stockton Police Officers were dispatched to the area of Monte Diablo and were receiving multiple calls of shots fired. A call came in of a person banging on a persons door which generated another 911 call, eventually dispatchers got the information that a 30 yro Male has been 911 and in the chest. Officers arrived in the area and were 987 within less then three mins. The CRO could not get the information that was needed because the phone was being passed around from person to person, and there was a lot of screaming. Eventually Officers found the scene and immediately cleared the scene for fire and medics. However the subject went 972 and according one of the Units he had a GSW to the head and chest. Very sad deal. However SPD did there job and secured the scene and allowed for help to be rendered to the victim. It is also very important to say that Stockton Police Dispatchers are some dam good and in my book they are the best and if you were to put them up to any other Dispatcher in the State I would want an SPD dispatcher on my side. They do a fantastic job.

Stanislaus St Large Working Attic/Basement Fire
09/30/08 A large working structure fire. FF received Minor injuries and originally thought there was a person trapped in the building but there was not. Very sad, but very glad no one was hurt. The Stockton Fire Department did a fantastic job attacking the fire as they always do, very aggressive but also with safety a primary objective. The IC does a fantastic job of commanding the scene. Great Job by SFD, however am sorry about the loss to the home and contents of the owners..::The Record News Article::.

4 Alarm Apartment Unit Fire 07/03/08

July 2008 Fatal I-5 MVA
A van carrying a large family lost a tire and rolls over multiple times on I-5. A Solo Stockton Police Officer views the accident and calls for immediate help. He states "there are bodies all over the freeway get me some help", multiple victims. Normally Stockton Police does not handle accidents on the freeway but because of the magnitude and the fact he on viewed it SPD does provide assistance to CHP and Stockton Fire Department lands a Helicopter to transport a victim to regional hospital. Both fire and police department recorded radio transmissions.
